Most servers don't need most of them. A handful of categories cover almost everything a server actually requires — the rest is optional depending on the gamemode.

The Categories That Cover Most Servers

Nearly every functional server needs something from each of these:

  • Core utilities — homes, warps, teleport, basic economy commands
  • Moderation — bans, mutes, and a way to review evidence or reports
  • Permissions — rank structure and command access
  • Anti-cheat — even a basic layer catches the most obvious exploits
  • Presentation — tablist, scoreboard, and chat formatting

Everything past this list is gamemode-specific. A Skyblock server needs island management. A LifeSteal server needs heart mechanics and teams. A survival server might need almost nothing beyond the core list.

Installed Isn't the Same as Configured

A plugin that's installed but left on default settings often does less for a server than not having it at all — a bare, unstyled scoreboard or a chat format nobody bothered to touch reads as unfinished rather than functional. The plugin count on a server matters far less than whether each one is actually set up to fit the server around it.
